Measuring Non-Revenue Water in Russaifa.

The Millennium Challenge Corporation has contracted Social Impact (SI) to design and implement an impact evaluation (IE) of the Millennium Challenge Account Jordan water and sanitation investments. A key element of the research design is based on total non-revenue water (NRW) levels in MCC areas in Zarqa and Russaifa. These measurements will estimate non-revenue water by recording the amount of water that enters a given District Metered Area (DMA) during a “water turn” via a bulk meter and compares this value to total water consumption measured at individual household meters within the DMA.
Bulk meter measurements and all home meters will be taken before water circulation and after water circulation to calculate the change. This estimate will capture the sum of NRW, but it does not differentiate between physical losses and administrative losses. It also does not capture administrative losses due to lack of billing or nonpayment, but this element is considered beyond the scope of the study. To estimate administrative losses, id:rc will conduct meter accuracy tests concurrent with the water loss test.
