Third-Party Monitoring Agent for World Bank in Iraq

The objective of this USD 300 million operations, approved in February 2018, is to improve access to basic services and to increase short-term employment opportunities in targeted communities. This is intended to deepen stabilization efforts in Iraq, restore trust in the State, and institute measures to strengthen social cohesion and local development priorities.
Normally, supervision activities are undertaken by Bank staff as part of the regular project cycle. While the Bank staff can travel to limited areas in Iraq, including Baghdad, it cannot carry out site visits to all sites of the Emergency Operation for Development Project or the Social Fund for Development Project due to security constraints. To support the Task Teams to fulfill its monitoring and supervision obligations in areas where its staff are unable to access project sites, the Bank seeks to engage a suitably qualified and experienced TPMA.
