Following Third Party Monitoring Services that the id:rc has been providing the World Bank with since 2016, the World Bank awarded a new contract to id:rc for providing additional services. While the Bank staff can travel to limited areas in Iraq, including Baghdad, it cannot carry out site visits to all sites of the Emergency Operation for Development Project or the Social Fund for Development Project due to security constraints. Thus, it contracted id:rc to fulfil its monitoring and supervision obligations in areas where its staff are unable to access project sites for providing a Third-Party monitoring layer to ensure that Bank funds executed by implementing agencies are utilized for the purposes specified in the loan agreements.
